About this role

Minimum Qualification Requirements You may meet the minimum qualifications for the GS-13, if you possess the specialize experience, education, or a combination of the two. Specialized Experience for the GS-13 One year of experience in either federal or non-federal service that is equivalent to at least a GS-12 performing two (2) out of three (3) of the following duties or work assignments: 1. Experience in providing advice in varied areas of accounting, assisting in developing policies and financial management program goals, determining accounting data requirements, and developing procedural manuals, methods, and directives.

2. Experience in reconciling various general ledger account or in assessing effectiveness of internal controls with minimal guidance or oversight. 3. Experience in conducting financial analyses, audits, and/or investigations of public and/or private sector entities; reviewing, analyzing, and validating financial data; developing and coordinating surveys and systems for gathering, analyzing, and validating data; resolving accounting discrepancies in reported data.

Experience in providing subject matter expert advice and oversight in specialized areas of accounting, developing policies and financial management program goals, determining accounting data requirements, and developing procedural manuals, methods, and directives.

2. Experience in providing subject matter expert advice and guidance to financial and program managers and other accountants on unusual and difficult accounting systems/internal controls and/or operations problems. 3. Experience independently conducting financial analyses, audits, and/or investigations of major public and/or private sector entities; reviewing, analyzing, and validating financial data; developing and coordinating surveys and systems for gathering, analyzing, and validating data with minimal support; resolving accounting discrepancies in reported data.

Knowledge, Skills, and Abilities (KSAs) The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). GS-13 1. Knowledge of organizational or program practices, policies, functions, and programs to advise managers on changing program operations. 2. Knowledge of accounting principles, practices, methods, and techniques to independently perform a variety of accounting assignments. 3. Knowledge of Federal accounting regulations, procedures, policies, and precedents to carry out complex accounting functions. 4. Knowledge of generally accepted accounting principles of the United States to analyze financial data.

5. Knowledge of Federal accounting regulations, procedures, policies, and precedents to carry out complex accounting functions. GS-14 1. Skill in developing organizational or program practices, policies, functions, and programs to advise managers on changing program operations.. 2. Ability to exercise independent judgment along with planning, organizing, and directing the work of programs/projects requiring substantial personnel and financial resources.

3. Ability to review, analyze and evaluate automated and/or manual accounting and financial management systems. 4. Ability to develop guidance, memoranda, procedures and instructions which cover the full spectrum of accounting and financial management issues. 5. Knowledge of financial management, fiscal and accounting theories, concepts, principles, and procedures, and generally accepted accounting principles and standards in the United States.
