About this role
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/04/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-7 position you must have served 52 weeks at the GS-6. For a GS-8 position you must have served 52 weeks at the GS-7.The grade may have been in any occupation, but must have been held in the Federal service.
An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
You may qualify based on your experience described below: Specialized Experience GS-07 To qualify for the GS-07 level, you must possess at least one year of specialized experience equivalent to the GS-06 level or higher in Federal service, or comparable experience not gained through Federal service. This experience must include: providing all accounting support and functions for the Financial Management System (FMS), using knowledgeable of the expenditure restrictions and criteria mandated by VA Accounting Manuals, responsible for all transactions to include costing, obligation, liquidation, and recurring reconciliation of each separate control account, provides Accounting support for the Medical Care Appropriation, and have a thorough knowledge of FMS, real-time computer-oriented system, responsible for all accounting procedures, maintenance of general ledger accounts, verification of input data, reconciliation of system output data, and an integrated double entry accounting systems for the three classes of funding, understand the Medical Center Accounting System which includes the following: General Ledger Accounting, Capital Asset Accounting, Revolving Supply Fund Accounting, Budgetary Accounting, and Cost Accounting.
Specialized Experience GS-08 To qualify for the GS-08 level, you must possess at least one year of specialized experience equivalent to the GS-07 level or higher in Federal service, or comparable experience not gained through Federal service. This experience must include: Provides Accounting Support and functions for the CASCA (Centralized Accounting System for Construction Appropriation) system, provides accounting and cost analysis of these funding categories to include budget and reporting data as required by VA Directive and Handbooks, reviews documents for validation, budget availability, completeness, and correctness of accounting data as required, thorough functional knowledge of accounting procedures and its effect on general ledger accounts, verification of input data, reconciliation of system output data, and an integrated double entry accounting system for the four classes of funding for the purpose of analyzing and classifying unusual transactions or special adjustments.
Best qualified applicants will meet the following criteria in addition to the minimum qualifications for this position: 1. General knowledge of professional accounting principles 2. General knowledge of disbursement, payment, or customer service applications. 3. Knowledge of Department of Veterans Affairs accounting software/systems to ensure accurate record-keeping and efficient financial processes. 4. Knowledge in interpreting financial data and researching authoritative guidance 5.
Experience applying concepts, theories, and principles of accounting and financial reporting.
