You will receive credit for all qualifying experience, including volunteer experience. All qualification requirements must be met by the closing date of this announcement. BASIC REQUIREMENT: All applicants must possess the following: J.D. or LL.B. degree --AND-- Active membership of the bar in good standing in any state, territory of the United States, the District of Columbia, or the commonwealth of Puerto Rico.

(Note: proof of bar membership will be required before entry on duty. MINIMUM QUALIFICATION REQUIREMENT: In addition to meeting the basic requirement, applicants must also meet the minimum qualification requirement. SK-17: Applicant must have at least four (4) years of post J.D. work experience, year(s) of which includes: identifying legal issues, providing legal analyses, providing legal solutions/recommendations, and preparing legal documents, such as contracts, dispositions, pleadings, and motions, which also includes at least three (3) years: 1) analyzing business operations data and providing recommendations to senior management; AND 2) planning and executing an enterprise records and information management program or an enterprise continuity program; AND 3) developing organizational budgets and identifying and resolving funding inquiries; AND 4) developing and implementing administrative policies, procedures, or initiatives to meet organizational needs and accomplish program objectives.

Competency 3: Problem Solving and Decision Making - Ability to identify and solve important problems relevant to program areas through sound and timely decision making, even in less than ideal situations, with little or no guidance. Competency 4: Strategic Execution - Understand and implement Agency's and Division/Office's policies and goals, with regard to personnel or programs in their purview anticipating, identifying, and addressing the impact of internal and external environmental factors, linking them to capabilities and potential of the organization.
