QUALIFICATION REQUIREMENTS: To qualify for this position, you must meet the qualification requirements outlined below. SPECIALIZED EXPERIENCE IR-01: To be minimally qualified for this position you must have at least one (1) year of specialized experience equivalent to the next lower level payband or GS grade in the normal line of progression. Qualifying experience includes substantial supervisory, managerial, or program leadership experience at the GS-14 or GS-13 level (or equivalent) directing complex human resources programs or comparable organizational programs in the Federal or private sector.
To be qualified your experience should be sufficient to demonstrate: Experience leading or directing a comprehensive recruitment, staffing, or human capital program, including planning, implementing, evaluating, and improving recruitment and placement operations while ensuring compliance with applicable laws, regulations, policies, and organizational objectives. Experience providing strategic leadership and managerial oversight of complex organizational programs, including planning work, establishing priorities, managing subordinate supervisors or managers, allocating resources, evaluating organizational performance, resolving operational issues, and achieving program goals through effective leadership of people and resources.
Experience serving as a senior advisor to executives or organizational leadership by coordinating with internal and external stakeholders, developing strategic recommendations, presenting complex information, leading executive briefings, negotiating solutions, and preparing technical reports, memoranda, or implementation plans. Experience with workload planning, resource allocation, and program evaluation to improve operational effectiveness and organizational support.
AND You must also meet the following requirement(s): TIME AFTER COMPETITIVE APPOINTMENT (TACA): By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.
