To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/04/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service.

An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

This occupational series has an Individual Occupational Requirement (IOR) which is a minimum qualification requirement. To be considered for the position, you must ensure that the experience is reflected in your resume and/or if applicable, transcripts must be uploaded to support education requirement or substitution. Education: Undergraduate and Graduate Education: Major study-Photography, radio or television production, motion picture production, or other fields related to the position.

OR, Advanced training in a vocational school, technical institute, or art institute above the high school level in one of the fields listed above is creditable as general experience on a month-for-month basis. OR, Specialized Experience: Experience in the actual type of work for which application is made. Unpaid experience is creditable, provided the work done was of a quality level and demonstrated the ability required for the position.

This includes work directly connected with the production aspects of the field(s) of the position to be filled. In addition to meeting the above required Individual Occupational Requirement; applicants must meet the following Specialized Experience and/or education required for the GS-11 Grade Level: Specialized Experience: GS-11 You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization.

Examples of specialized experience would typically include, but are not limited to: Video Production, Photography, and Graphics Design/Printing. Provide production of videotaped and television programs (digital format); live and prerecorded radio broadcasts; motion picture films; broadcast type closed circuit teleconferences; and other similar productions, such as slide shows with sound accompaniments and closed caption thru Digital Signage.

Plans, organizes, and directs the work of writers, editors, actors, narrators, musicians, set designers, audio and lighting technicians, camera operators, and other associated technical personnel to produce, select, and arrange the actions, sounds, and visual effects required for the finished production. Assists clients with instructional design of media productions, e.g., educational objectives, target audience description, script design, formative evaluation, etc.

Responsible for, maintaining the equipment and ensuring video teleconferences are properly set up. OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or LL.M., if related. OR, Combination: Applicants may also combine education and experience to qualify at this level.

Preferred Experience: Producing professional audiovisual products including photography, videography, television/video productions, livestreams, multimedia presentations, and digital media content.

Operating professional audiovisual equipment including broadcast or cinema cameras, DSLR/mirrorless cameras, lighting systems, audio mixers, microphones, teleprompters, switchers, projection systems, and related audiovisual technologies. Editing video, photography, and multimedia productions using industry ­standard software such as Adobe Premiere Pro, Photoshop, Illustrator, After Effects, Lightroom, Audition, or comparable editing platforms.

Providing audiovisual and conference room support for executive leadership meetings, conferences, ceremonies, town halls, training programs, hybrid events, and public-facing organizational events. Coordinating and executing livestream productions using platforms such as Microsoft Teams, Zoom, Webex, YouTube, or similar streaming technologies. Developing graphic design and visual communication products including posters, flyers, presentations, publications, digital signage, and informational materials.

Applying advanced knowledge of audiovisual signal flow, digital media systems, lighting techniques, composition, sound recording, editing workflows, and multimedia production standards. Managing multiple audiovisual projects simultaneously while meeting strict deadlines in a fast-paced operational environment. Providing customer service and technical support to leadership, staff, vendors, clinicians, or external stakeholders regarding audiovisual production requirements and event support.

Experience collaborating with communication teams, public affairs offices, executive leadership, or multidisciplinary teams to support organizational communication initiatives. Producing photographic and video documentation for public affairs, healthcare, training, educational, or promotional purposes. Experience with studio photography, portrait lighting, event photography, and environmental photography techniques. Experience troubleshooting audiovisual systems, diagnosing technical issues, and independently resolving equipment or production problems under time-sensitive conditions.

Utilizing Microsoft Office applications and digital workflow systems to manage schedules, correspondence, reports, presentations, and production tracking. Experience supporting field productions, outdoor events, community engagements, or mobile audiovisual operations requiring flexibility and adaptability. Experience working in healthcare, Veterans Affairs, military, government, education, or other mission-driven environments is highly desirable.
