About this role
This is a GG-12 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-12 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-12 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. *** Salary ranges include local market supplements *** In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Series.
EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge of detailed intensive budgetary methods, practices, procedures, regulations, policies, and processes to formulate, justify, and execute difficult and complex budget work assignments in support of the mission, structure, goals, and work processes for substantive programs of assigned activities/organizations; knowledge of automated data processing software program(s) capabilities and usage to accomplish difficult or complex budget/funding tasks; knowledge of the analytical principle, practices, methods to evaluate program plans and funding which involves substantial resources and requires extensive changes in established concepts and procedures; and knowledge of the Planning, Programming and Budgeting system (PPBS) to effectively plan resource requirements for new systems and equipment acquisitions.
Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1\. Knowledge of detailed intensive budgetary methods, practices, procedures, regulations, policies, and processes to formulate, justify, and execute difficult and complex budget work assignments in support of the mission, structure, goals, and work processes for substantive programs of assigned activities/organizations 2\.
Knowledge of automated data processing software program(s) capabilities and usage to accomplish difficult or complex budget/funding tasks. 3\. Knowledge of the analytical principle, practices, methods to evaluate program plans and funding which involves substantial resources and requires extensive changes in established concepts and procedures. 4 Knowledge of the DoD Planning, Programming and Budgeting system (PPBS) to effectively plan resource requirements for new systems and equipment acquisitions.
5\. Ability to communicate effectively, both orally and in writing, to negotiate complex issues and maintain good working relationships essential to express the organization's budgetary position to a variety of audiences. 6\. Ability to follow security practices for ensuring the safeguarding of classified information. Comprehensive knowledge and thorough understanding of the FAR. CONDITIONS OF EMPLOYMENT CONT'D: 1\. Position is designated critical-sensitive and incumbent must be able to obtain and retain a TOP SECRET (TS) security clearance with access to Sensitive Compartmented Information (SCI).
A non-disclosure agreement must be signed. Duties will require frequent unescorted entry into and temporary work within Sensitive Compartmented Information Facilities (SCIF). 2\. Position is designated under the DoD FM Certification Program as requiring Level 2 certification. In accordance with DoDI 1300-26, Operation of the DoD Financial Management Certification, Individuals assigned to positions with an FM Certification designation must comply with FM Certification requirements within 2 years from notification.
If an individual transfers to a new position during the initial 2 years that requires the same FM certification level, he or she is required to complete certification within the original 2 year period. This is a Financial Management Level 2 Certified position IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d. Incumbent shall comply with the requirements of this certification program 3\.
The work is primarily sedentary. Some walking and standing may occur in the course of a normal workday in connection with travel to and from meetings and conferences. May carry light items, such as reports, data products, and notebooks. No special physical ability is required. 4\. Work is performed in a normal office setting. The work site is properly heated, well lighted, well ventilated and easily accessible by stairs.
The employee observes normal safety precaution when working in and traveling away from the work site. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
