You must meet the United States Office of Personnel Management's (OPM) qualification requirements (including specialized experience and/or educational requirements) for the advertised position. Specialized Experience is experience that has equipped applicants with the particular knowledge, skills and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled.

To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the federal service. For this position, the next lower grade level is a GS- 13. Specialized experience for this position includes: Experience in ensuring work complies with the federal budget process and cycle; ensuring work follows circular A-11, specifically applying guidance on object classes and FTEs; and engaging Congress and other government agencies during the budget process; and Experience in writing, reviewing, and analyzing budget justification narratives and data to ensure support of agency and administration priorities and in performing analytical duties related to budget review, justification, and preparation, to include identifying data trends/variances, proposing recommendations, and assessing if funding requests are consistent with prior year spending behavior/performance; and Experience in formulating multi-year budget estimates for programs to include assessing how changes in the year of execution will impact out-year costs; understanding and identifying cost and savings impact from funding initiatives; understanding and assessing how changes to a program's budget will impact the budget of other programs; and provide recommendations to supervisors and executives; and Experience in calculating projected employee salary using OPM guidance to determine a multi-year cost estimate; and Experience creating and presenting financial data visualizations, summaries, and data analysis used for senior management for decision making Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
