About this role

Specialized Experience You qualify for the GS-15 grade level if you possess the specialized experience, equivalent to the GS-14 grade level in the Federal government, or public or private sector equivalent. For this position, specialized experience is defined as: Mastery of, and skill in applying, the concepts, principles, laws, and regulations of budgeting and finance. Expert knowledge of the agency/department and the Federal budget process, and all associated policies, directives, procedures, and regulations.

High degree of skill in analyzing, interpreting, and applying complex, legislative, policy and regulatory decisions to develop plans, policies, and guidance necessary to adjust the budget during the budget process and the year of execution. Ability to communicate information orally and in writing. Advises Senior officials regarding budgetary tradeoffs and prisonizations both during budget formulation and budget execution.

Substitution of education in lieu of specialized experience may not be used for this grade level. All qualifications and eligibility requirements must be met by the closing date of the announcement. This position is designated as Emergency Essential. Emergency Essential personnel must be able to serve during a continuity of operation event without regard to declarations of liberal leave or government closures due to weather, protests, and acts of terrorism or lack of funding.
