About this role
GS-13 SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-12 in the Federal service. Specialized experience for this position is defined as meeting 2 of 3 of the following: Performing business and financial evaluations to assess the stability, operational capability, and commercial success potential of external business partners, contractors, or award recipients.
Monitoring, reviewing, and administering contract or financial assistance agreements (such as grants, cooperative agreements, or multi-party business transactions) to verify that performance, deliverables, and billing adhere strictly to established regulations, policies, and service standards. Conducting systematic reviews of business administrative processes, operating workflows, or databases to identify weaknesses and design new, automated, or streamlined work procedures that maximize productivity and efficiency.
GS-14 SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade level GS-13 in the Federal service. Specialized experience for this position is defined as meeting 2 of 3 of the following: Creating and implementing long-term business or program acquisition strategies, including advising senior management on selected transaction types, contract structures, or business-risk parameters.
Evaluating policies or operational metrics to formulate, write, and establish new division-wide business guidelines, standard operating procedures, or project controls. Reviewing, negotiating, and administering transactional contracts or funding agreements (including drafting statements of work and requests for proposals) while enforcing performance metrics, managing budgets, and resolving critical billing or performance disputes.
"Experience" refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment.
