About this role

You qualify at the GS-12 level, if you meet one of the following qualification requirements: You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-11 level in the Federal service obtained in either the private or public sector, performing the following types of tasks:1) evaluating system requirements; 2) conducting root cause analyses and identifies sources of stakeholder resistance to develop OCM activities promoting stakeholder acceptance and user adoption; 3) providing organizational change management (OCM) support by defining and assessing measures of effectiveness; 4) partnering with business owners, federal and contract staff to integrate OCM principles throughout the development, implementation, and ongoing maintenance of the ONBS portfolio.

You qualify at the GS-13 level, if you meet the following qualification requirements: You must demonstrate in your resume at least one (1) year of qualifying experience equivalent to at least the GS-12 level in the Federal service obtained in either the private or public sector, performing the following types of tasks: 1) evaluating and overseeing root cause analyses, and stakeholder assessments to develop Organizational Change Management (OCM) strategies that drive user adoption and stakeholder acceptance; 2) partnering with business owners, federal staff, and contractors to integrate OCM throughout the ONBS portfolio; 3) applying advanced instructional design methodologies to develop and evaluate Section 508-compliant training solutions using eLearning authoring tools; 4) collaborating with ONBS leadership to establish and monitor OCM Key Performance Indicators (KPIs) for NIH Business System Cloud (NBSC) initiatives and analyzes performance data to evaluate program effectiveness and support organizational objectives.
