BASIC REQUIREMENT: All applicants must possess the following J.D. or LL.B. degree --AND-- Active membership of the bar in good standing in any state, territory of the United States, the District of Columbia, or the commonwealth of Puerto Rico. (Note: proof of bar membership will be required before entry on duty. MINIMUM QUALIFICATION REQUIREMENT: In addition to meeting the basic requirement, applicants must also meet the minimum qualification requirement.

SK-17: Applicant must have at least one year of specialized experience equivalent to the GS/SK-14 level. Specialized experience includes: 1) Conducting legal research for SEC programs or projects; AND 2) Drafting legal memoranda, briefs, rulemakings, or other policy documents; AND 3) Providing legal advice on federal security laws, including the filing, disclosure, and reporting requirements administered through EDGAR (Electronic Data Gathering, Analysis, and Retrieval); AND 4) advising stakeholders on disclosure issues and SEC reporting obligations.

Competency 3: Strategic Execution - Understand and implement SEC's and Division/Office's policies and goals, with regard to personnel or programs in their purview anticipating, identifying, and addressing the impact of internal and external environmental factors, linking them to capabilities and potential of the organization. Competency 4: Legal and Regulatory Analysis - Conducts analysis and prepares documents and reports in compliance with Federal law that governs the rulemaking process.
