AREAS OF CONSIDERATION: Referrals of qualified applicants will be issued in the following order: Area 1: Permanent and indefinite Wyoming Air National Guard (NG) T5 and T32 Dual Status Technicians (DST) employed within 153 CES. Area 2: Permanent and indefinite WYNG Title 5 and T32 DST employees with the Wyoming Air/Army National Guard. Area 3: Current Federal employees within the Competitive and Excepted Service, and Competitive Service Reinstatement Eligible employees.

Former NG T32 Dual Status employees receiving an Honorable or a General Discharge under Honorable Conditions are eligible for reinstatement provided they have been separated for at least one year before applying for reinstatement and received a rating of record of their most recent permanent position of a least fully successful (or equivalent). Area 4: Currently serving and former Active Guard/Reserve (AGR), and M-Day/Drill Status Guard (DSG) members of the National Guard.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application.

DESCRIPTION OF WORK: Civil Engineers are responsible for management, supervision or performance of (1) planning, designing, construction, and/or maintaining structures and facilities; (2) investigating, measuring, surveying and mapping the earth's physical features; and (3) research and development activities pertaining to the above. BASIC REQUIREMENTS: A. Degree: Professional Engineering. To be acceptable, the curriculum must: (1) be in a school of engineering with at least one program accredited by the Accreditation Board for Engineering and Technology (ABET); as a professional engineering curriculum; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics.

(Include legible copies of transcripts with application.) OR B. Combination of education and experience -- College-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.

The adequacy of such background must be demonstrated by ONE of the following by including appropriate documentation: 1. Specified academic courses -- Successful completion of at least 60 semester-hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.

2. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance.

Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all inclusive.) Note: An applicant who meets the basic requirements as specified in A or B above, except as noted under B.1., may qualify for positions in any branch of engineering unless selective factors indicate otherwise.

C. Graduate Education: Regardless of the field of undergraduate study, completion of the requirements for a master's or higher degree in engineering is fully qualifying for the grade indicated, provided the applicant's total background, i.e., education and any experience, demonstrates evidence of knowledge, skills, and abilities that are substantially equivalent to those acquired through the successful completion of the courses specified in paragraph A.

FOREIGN EDUCATION: Education completed in foreign colleges or universities may be used to meet the requirements. You must show proof the education credentials have been deemed to be at least equivalent to that gained in conventional U.S. education program. It is your responsibility to provide such evidence when applying. IN ADDITION TO MEETING THE BASIC REQUIREMENTS ABOVE APPLICANTS MUST ALSO MEET THE QUALIFICATION REQUIREMENTS LISTED BELOW: GS-12: Applicant must possess at least one year of specialized experience, education, or training for management, supervision, or performance of (1) planning, designing, construction, and/or maintaining structures and facilities; and (2) investigating, measuring, surveying, and mapping the earth's physical features.

TIME-IN-GRADE: Applicants who are current non-temporary Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11 Level. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If you are a current non-temporary GS employee applying for a higher grade than the grade you currently hold, provide an SF-50 that shows the required lower grade was held for at least one year.

Some SF-50s effective within the last 52 weeks will not demonstrate the required lower grade was held for at least one year (e.g. General Adjustment SF-50 from this year). In many cases, we may need to see two (2) SF-50s to determine time-in-grade and eligibility for promotion.
