Requirements Continued... As a condition of employment for accepting this position, you will be required to serve a 1-year probationary period during which your fitness and whether your continued employment advances the public interest will be evaluated. This probationary period is an extension of the appointment process and therefore requires the agency to determine if continued employment would advance the public interest, meet the organization goals and mission of the agency, and/or otherwise promote the efficiency of the service.
In determining if your employment advances the public interest, the agency will consider: your performance and conduct; the needs and interests of the agency; whether your continued employment would advance organizational goals of the agency or the Government; and whether your continued employment would advance the efficiency of the Federal service. Under applicable law, the employment of an individual serving a probationary or trial period automatically terminates when that period ends unless the agency affirmatively certifies, in writing, that the individual's employment should continue and that their appointment should be finalized.
In the absence of agency action to affirmatively certify continued employment beyond the probationary or trial period, such appointments are terminated. Upon completion of your probationary period your employment will be terminated unless you receive certification, in writing, that your continued employment advances the public interest. All qualifications must be met by the closing date of this announcement-08/11/2026-unless otherwise stated in this vacancy announcement.
All candidates must also meet Time-in-Grade requirements. To receive credit for experience, your resume MUST state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Failure to adequately provide information needed to determine number of hours worked in each position may result in that time not being credited when evaluating qualifying experience.
For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the full and/or part-time hours requirement as the service dates will be reflected. To qualify for this position at the GS-07 grade level, you must possess at least one of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-05 grade level in the Federal service (obtained in either the public or private sectors).
This experience includes activities such as: 1) responding verbally or in writing to inquiries or complaints pertaining to commercial use authorizations or concession operations (i.e. rules and regulations, appropriate formats and provisions of authorization or concession contracts, and the status of applications or correspondence); 2) assisting in the administration of a commercial services program (concessions, commercial use authorizations, leases); 3) organizing and analyzing numerical information, maintaining organizational, office and project records; 4) assisting in tracking or evaluating commercial use authorization holder or concessioner performance; and 5) assisting in the preparation of reports, fact sheets, and correspondence on commercial use authorization or concession-related issues and information.
You must include hours per week worked. -OR- EDUCATION: Successful completion of at least one full academic year (18 semester hours or 27 quarter hours) of graduate level education, or possess a master's or higher degree, e.g., LL.B., J.D., LL.M., Ph.D., with a major in business administration, economics, marketing, finance, or other position-related fields, which provided me with the knowledge, skills, and abilities necessary to do the work of this position.
You must include transcripts. -OR- Superior Academic Achievement: A directly related bachelor's degree AND Superior Academic Achievement. (Superior Academic Achievement (SAA) is based on (1) class standing, (2) grade-point average, or (3) honor society membership. (1) Class standing--Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses.
(2) Grade-point average (G.P.A.)--Applicants must have a grade-point average of: (A) 3.0 or higher out of a possible 4.0 as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or (B) 3.5 or higher out of a possible 4.0 based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum; OR (3) Election to membership in a national scholastic honor society.
Applicants can be considered eligible based on membership in one of the national scholastic honor societies. These honor societies are listed in the Association of College Honor Societies: Booklet of Information (1992-95) and/or Baird's Manual of American College Fraternities (1991). Membership in a freshman honor society cannot be used to meet the requirements of this provision. -OR- Successful completion of a combination of education and experience as described above.
For example, 6 months of the specialized experience described above (50% of the experience requirement), and 9 semester hours of directly related graduate level college study in an accredited institution (50% of the qualifying education) may be a qualifying combination. To qualify for this position at the GS-09 grade level, you must possess at least one of the following minimum qualifications by close of the announcement: EXPERIENCE: At least one full year of specialized experience comparable in scope and responsibility to the GS-07 grade level in the Federal service (obtained in either the public or private sectors).
This experience includes activities such as: 1) preparing correspondence, briefing statements, reports, and/or other written communication relating to commercial and special uses; 2) providing information such as the status of various solicitations, required formats and provisions of contracts, procedures to be followed in competing for concessions contracts or applying for permits and the status of correspondence; 3) reviewing and analyzing information related to concession operations, including operation costs and revenues, staffing levels, size of operation, and fulfillment of contractual financial obligations; and 4) conducting inspections of commercial operations for operational deficiencies, safety violations, and condition assessments of equipment and/or facilities.
You must include hours per week worked. -OR- EDUCATION: Successful completion of at least two full years of progressively higher-level graduate education leading to a master's or equivalent graduate degree, with a major in business administration, economics, marketing, finance, or other position-related fields, which provided me with the knowledge, skills, and abilities necessary to do the work of this position. (Eighteen semester hours or 27 quarter hours or the number of credit hours the school attended has determined to represent 1 year of full-time study is considered to be equal to 1 full year of graduate education.) -OR- Successful completion of a combination of education and experience as described above. Note: Only graduate education in excess of the first year (18 semester hours) is creditable toward meeting the experience requirement when combining experience and education. You must include transcripts.
