ASSESSMENT FACTORS 1. Maintains and advances business partnerships with senior mission managers by providing substantive guidance and leading changes that ensure the efficiency and effectiveness of services. 2. Makes defensible, expert judgments that address mission priorities and recommends the course of action that maximizes the contribution, ranging from tactical to strategic to mission. 3. Develops and enhances collaborative partnerships with Agency leadership to drive efforts to identify or create strategies to address needs, challenges, or to advance corporate goals.

4. Directs and recommends procurement strategy and contract execution expertise across the enterprise to organizational stakeholders and leadership. 5. Identifies, analyzes, and participates in the development of acquisition strategies and plans to meet organizational needs. HIGHLY DESIRED SKILLS 1. Demonstrates and promotes open communication of sensitive topics or challenging issues both within and across teams and facilitates the opportunity for everyone to exchange information and viewpoints openly and without judgements.

2. Solicits feedback, listens actively, and advocates diverse viewpoints while engaging in meaningful interaction with superiors, subordinates, coworkers and clients, drawing out their views to gain a better understanding of issues. 3. Contracting Officer's Warrant in the last three years and Source Selection experience. This position is considered an Acquisition Workforce (AWF) position under the Defense Acquisition Workforce Improvement Act (DAWIA).

Accordingly, the position's occupant must be certified with the appropriate DAWIA certification based on mission requirements for the position. If the selectee does not currently possess the required DAWIA certification upon entry into the position, selectee will be given 36 months to achieve certification. This position requires DAWIA Contracting Professional Certification. (Only for 1102 positions): Applicant must meet the following Department of Defense qualification requirements for 1102 contracting positions: https://www.acq.osd.mil/asda/dpc/news/docs/2020/USA001769-20-DPC.pdf This is a Critical Acquisition Position (CAP) which requires the following position requirements prior to selectee assignment: 1.

DAWIA Contracting Professional Certification or equivalent certification, 2. 4 years of acquisition experience, 3. must execute 3-year tenure agreement. The selectee must meet DAWIA and acquisition experience requirements at the time of assignment unless a waiver is granted by DIA’s Senior Acquisition Executive. **PLEASE NOTE: The language in this section regarding DAWIA certification supersedes legacy language found in the "Position Requirements" section of this vacancy announcement and only applies to the GG14 & GG15 grade levels.**
