About this role

*** Applicants must be willing to attend and complete required training in order to attain and retain at least a level 1 (one) Federal Acquisition Certification in Contracting (FAC-C) as a federal contracting professional. FAC-C has specific training requirements with some courses online as well as classroom courses. The person selected is expected to obtain a FAC-C within 24 months of the date of hire. To maintain a FAC-C, contract professionals are required to meet the continuous training requirement.

*** To qualify for the GS-11 level, applicants must possess the following: At least one year of specialized experience at, or equivalent to, the GS-09 federal grade level. Examples of specialized experience include: facilitating official communications between contractor management and assigned program personnel; reviewing contractor invoices to ensure that goods and/or services billed for are appropriately accepted and processed for payment; and monitoring contractor performance and facilitating the administrative and logistical aspects of orders to include: identifying procurement-related issues or trends pertaining to labor, insurance, quality assurance, task compliance and performance; OR 3 full academic years of progressively higher level graduate education or Ph.D.

or equivalent doctoral degree. To qualify for GS-1102 positions on the basis of graduate education, graduate education in one or a combination of the following fields is required: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management; AND A 4-year course of study leading to a bachelor's degree with a major in any field; OR At least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

To qualify for the GS-12 level, applicants must possess the following: At least 1 (one) year of specialized experience at, or equivalent to, the GS-11 level. Examples of specialized experience include: awarding, administering, and closing out various contract types such as, Fixed-Price; Indefinite Delivery Contracts; Time and Materials; performing contract analysis such as quality assurance and surveillance plans/procedures to measure contractor performance; assessing and monitoring financial operations specific to contracts; and providing guidance to personnel in the development and formulation of contracting approaches.

AND A 4-year course of study leading to a bachelor's degree, OR at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. Graduate education in one of the following fields is also accepted: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management.

(Exceptions to this requirement will be made for current employees who occupied a GS-1102-12 position on January 1, 2000). Combination of Education and Experience - Your current education completed is credited as a percentage of the education required for the grade level and your current experience is credited as a percentage of the total experience required for the grade level. The two percentages are added and must equal 100% in order to qualify for the desired grade level.

All academic degrees and coursework must be completed at a college or university that has obtained accreditation or pre-accreditation status from an accrediting body recognized by the U.S. Department of Education. Foreign Education: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S.

education program; or full credit has been given for the courses at a U.S. accredited college or university.
