Contracting Officer (DETAIL)

About this role

In order to qualify for this position, you must meet the requirements described below. You may qualify at the NH-IV level, if you fulfill the following qualification requirement: One year of specialized experience equivalent to the NH-III (GS-13) grade level in the Federal service (experience may have been gained in the private sector) that demonstrates your ability to: (1) Leads the development, drafting, negotiation, and administration of complex interagency agreements (IAAs), Military Interdepartmental Purchase Requests (MIPRs), Memorandums of Understanding/Agreement (MOUs/MOAs), and specialized support contracts.

Oversees coordination and execution of critical contract vehicles, including specialized consulting or credential agreements with Federally Funded Research and Development Centers (FFRDCs) such as the Institute for Defense Analyses (IDA). (2) Extensive knowledge of a wide range of federal procurement regulations, specifically the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFARS), contract types, and non-traditional acquisition methods to formulate and execute complex procurement strategies.

(3) Mastery of techniques for drafting high-quality procurement documentation, including Performance Work Statements (PWS), Statements of Work (SOW), Quality Assurance Surveillance Plans (QASP), Independent Government Cost Estimates (IGCE), and Justifications and Approvals (J&A) for sole-source acquisitions. (4) Advises program management on establishing and maintaining sound organizational business relationships; improving management methods and procedures; and ensuring the effective and efficient use of fiscal and contract resources.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). You will receive credit for all qualifying experience, including volunteer experience.
