About this role

Specialized Experience: To qualify for the GS-15 position, you must possess the specialized experience equivalent to the GS-14 grade level in the Federal government, or equivalent in the private section experience. For this position, specialized experience is defined as: Mastery of administrative and program management principles sufficient to direct and integrate facilities, logistics, security, continuity, emergency preparedness, and exercise programs.

Expert knowledge of organizational planning, resource management, policy implementation, and performance management sufficient to establish priorities, allocate resources, and evaluate program effectiveness. Knowledge of DHS, Intelligence Community, and Federal policies, regulations, and directives governing mission assurance activities and related support operations. Knowledge of management methods and techniques sufficient to assess organizational requirements, develop operational improvements, and resolve complex administrative issues affecting mission readiness.

Skill in advising senior leadership on mission assurance requirements, organizational risks, operational priorities, and resource considerations. Ability to coordinate and integrate the work of subordinate supervisors, branch chief, and professional staff responsible for diverse mission support functions. Ability to develop strategic objectives, establish performance expectations, and ensure effective execution of programs supporting headquarters and field operations.

Substitution of education in lieu of specialized experience may not be used for this grade level. This position has a Selective Placement Factor (SPF). If your resume doesn't demonstrate possession of the SPF, you will be rated ineligible. The SPF for this position is Certification: The incumbent must possess at least one or more of the following certifications at the time of selection: Federal Acquisition Certification for Program and Project Managers (FAC-P/PM) Federal Acquisition Certification in Contracting (FAC-C) Level III Certification Defense Acquisition Workforce Improvement Act (DAWIA) Level III Certification Certified Federal Contracts Manager (CFCM) The incumbent will be required to maintain all Contracting Officer's Representative (COR) certifications throughout their tenure in the position.

This position is designated as Emergency Essential. Emergency Essential personnel must be able to serve during a continuity of operation event without regard to declarations of liberal leave or government closures due to weather, protests, and acts of terrorism or lack of funding.
