If transcripts are not submitted, the application will be rated as ineligible. PART B. ADDITIONAL QUALIFICATION CRITERIA GS-12 In addition to meeting the educational qualification requirements, candidates must have one year of specialized experience which is equivalent to the GS-11 grade level in the Federal service. Specialized experience is defined as follows: 1) Experience which demonstrates knowledge of the concepts, principles and practices of electronics engineering as it relates to telecommunications; 2) Experience performing engineering analysis and studies concerning radio frequency communications systems; 3) Experience which demonstrates knowledge of FCC policies and regulations as pertains to spectrum coordination among FCC Bureaus/Offices and Federal Departments/Agencies; and 4) Experience writing technical documents with analyses and recommendations.

PART-TIME OR UNPAID EXPERIENCE: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
