About this role

GS-13 In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience supporting the specification of requirements, the development of systems or software, the transition of the systems or software to operation, and other operations.

Experience utilizing your expertise to participate as an effective member of the USNO team. Experience in applied research, through development, to operations. Participate in the processing of (defined as the application of algorithms to improve the quality of, or extract relevant parameters from, raw data) and analysis of (defined as the application of algorithms in order to extract relevant information from processed data) data in support of the mission area.

Subject matter expert in of electronics engineering concepts, theories, principles, and practices applicable to the design construction and maintenance of precise time and time interval systems. Analyzed and assemble precise time systems and standards and their application to navigation and communications systems. Interpret system and equipment design; Interpret statistics as applied to frequency standards and time scale algorithms.

Specialized experience must demonstrate the following: Provide for a period during which the selected employee will gain experience through progressively more responsible assignments.

Work under gradually decreasing supervisory controls until such time as the incumbent is fully qualified to assume the full range of duties and responsibilities, as described in the targe position. Supervision will become less detailed as the incumbent acquires additional knowledge and experience. Interpret electronics engineering concepts, theories, principles, and practices applicable to the design construction and maintenance of precise time and time interval systems.

Develop long-range and controversial proposals and defend their findings and recommendations in public or high-level forums. Plan, design, and carried out programs, projects, studies, and other work.
