FINANCIAL MANAGEMENT ANALYST

About this role

To qualify for a GS-11, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-09 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience researching and interpreting budget policies, precedents, procedures, and regulations to develop budget estimates and budget requests.

Experience working with financial and accounting systems including Navy Enterprise Resource Planning (Navy ERP) and Command Financial Management Systems (CFMS-F), and governing policies and procedures imposed by financial control agencies. Experience using identification, analysis and conceptualization of budgetary problems and development of alternative solutions. Experience in budget formulation involving the preparation of detailed analysis of annual and/or multi-year budget estimates into consolidated budget requests.

Experience communicating orally and in writing financial policies and procedures across all levels of the organization, including senior leadership. To qualify for a GS-09, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-07 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience applying and interpreting standard organizational budgetary, accounting or financial administrative procedures, practices and regulations.

Experience utilizing Department of Navy Financial Management Analysts systems such as Navy ERP, CFMS, DCAS, and PIEE. Experience formulating budget and cost estimates to support plans, programs and activities. Experience reviewing and evaluating budget requests and controls, researching to locate accounting, budgetary and financial information and preparing summaries with full scale studies. Experience working with an accounting system to ensure accuracy of financial transactions, research, and extract financial data such as commitments, obligations, expenditures, and preparing multiple financial reports.
