Specialized Experience Requirement For the GS-11 grade level: You must have one year of specialized experience equivalent to the GS-09 grade level in federal service or comparable experience not gained through federal service. Specialized experience is defined as: Reviewing financial obligations and expenditures; Conducting audits of individual accounts, vendors, etc.; Assisting management on financial planning and management of funds; Reviewing monthly invoices for accuracy and resolving billing issues/problems.

OR Education at the GS-11 grade level: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Business Management, Finance, Accounting, etc. OR Combination of Education and Experience: A combination of education and experience as listed above.

For the GS-12 grade level: You must have one year of specialized experience equivalent to the GS-11 grade level in federal service or comparable experience not gained through federal service. Specialized experience is defined as: . Analyzing, maintaining, or correcting financial accounts for reconciliation. Managing financial systems to ensure all accounting records and reports are accurate. Performing a variety of complex budgetary, administrative, and statistical functions to support budget formulation.

Performing tasks involving budget execution by compiling resource data from various financial management reports. Establishing, maintaining, tracking and updating commitments, obligations, and expenditures relative to funding transactions. Education cannot be substituted for specialized experience at the GS-12 level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social).

Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Time-in-Grade Requirement: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
