About this role

You must meet the Education Requirement OR Specialized Experience to qualify for this Financial Management Specialist position, as described below. Education Requirements: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related Specialized Experience: Specialized Experience is the experience that equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform the duties of the position successfully, and that is typically in or related to the position to be filled.

To be creditable, specialized experience must have been equivalent to at least the next lower grade level, GS-09. Qualifying specialized experience for GS-11 includes meeting at least 4 out of 5 of the following: Experience applying Federal financial management principles, policies, and procedures to analyze, reconcile, and report financial data in compliance with Federal requirements. Experience administering transit subsidy programs by reviewing and approving participant applications, ensuring compliance with program policies, resolving participant inquiries, and validating monthly transit invoices.

Experience using Federal financial systems, including NCFMS, UFMS, and other ERP platforms, to extract, validate, analyze, and interpret financial data for reporting, reconciliation, and audit support. Experience reviewing and monitoring obligations, expenditures, and budget execution to ensure funds availability, accurate financial reporting, and compliance with agency budget controls. Experience identifying, researching, and resolving financial discrepancies by coordinating with program offices and financial management staff to implement appropriate corrective actions.
