About this role

MINIMUM QUALIFICATIONS You must meet ALL of the minimum qualifications listed below. Bachelor's degree from an accredited college or university in Geography, GIS, Computer Science, Management of Information Systems, Engineering, Data Analytics, or like degree with a significant quantitative, mathematical, or analytical component. AND Must have 2 years of specialized experience with Geographic Information Systems (GIS).

DESIRABLE QUALIFICATIONS Professional experience with Databricks, Jira, and/or Power BI. Domain Knowledge (Postal): Knowledge and experience with Postal Service processes and related data systems for mail processing, delivery, logistics, or other business functions. Domain Knowledge (OIG): Knowledge and experience in law enforcement, auditing, and/or the mailing industry. EVALUATION FACTORS You must have the experience, knowledge and skills as listed in EACH of the evaluation factors.

Failure to demonstrate that you meet all of the evaluation factor requirements as listed below will result in a score of zero (0); an ineligible status, and you will not be referred for further consideration. Include your major accomplishments relevant to the position requirements in your resume. Experience managing, mapping, and analyzing large, nation-wide data sets using ArcGIS Pro and experience configuring spatial web services and sharing analytical outputs using Enterprise Web GIS platforms (e.g.

ArcGIS Online, ArcGIS Portal). Knowledge of or experience supporting strategic planning, evaluating emerging technologies, and testing new geospatial capabilities (such as cloud data Lakehouse integrations) to modernize platform operations. Experience in programmatic development and task automation using scripting languages such as Python (ArcPy/PySpark), SQL, or JavaScript. Quantitative and qualitative skills for troubleshooting complex system issues, identifying operational bottlenecks, developing technical recommendations, and supporting contract task execution and documentation (e.g., SOPs, DR runbooks, architecture diagrams).

Ability to express and present ideas clearly and concisely, both orally and in writing. You will no longer be considered for this position if you: fail to respond to all of the questions in the self-assessment questionnaire; fail to address a factor in the narrative section (no response or "See resume" or similar language will be scored a zero (0)); or receive a zero (0) rating on any evaluation factor. Failure to demonstrate that you meet all evaluation factor requirements will result in a score of zero (0).

Upon receipt of a zero score, you will be deemed "not minimally qualified," and you will not be referred for further consideration.
