About this role
To be considered for the position, you must meet the following qualification requirements: Education: There is no substitution of education for specialized experience for this position. Experience: You must have at least one year of specialized experience equivalent in difficulty and complexity to the next lower grade level. To be creditable, this experience must have equipped the applicant with the particular qualifications to perform successfully the duties of the position, and must typically be in or related to the position to be filled.
Some examples of this qualifying experience are: Led national employee and labor relations programs across all Bureau institutions and offices, ensuring consistent, legally sound guidance that supported workplace culture, mission readiness, and compliance with federal personnel laws. Managed nationwide discipline and accountability processes, including disciplinary reviews, probationary actions, and case guidance, ensuring decisions were consistent and aligned with policy and legal standards.
Oversaw national performance management governance by directing performance standards, appraisals, supervisor training, and performance improvement plans to maintain clear expectations and operational alignment. Directed respectful workplace programs, including anti-harassment efforts, conflict resolution support, workplace environment reviews, and reasonable accommodation coordination, promoting professional conduct and healthy work environments.
Oversaw labor relations strategy and workplace safety-related processes-such as workplace violence response, investigatory leave, grievances, bargaining coordination, and labor-management guidance-to maintain operational stability and constructive labor relationships. If applicable, credit will be given for paid and unpaid experience. To receive proper credit, you must show the actual time (such as number of hours worked per week) spent in the activities.
