HUMAN RESOURCES SPECIALIST (CLASSIFICATION)

About this role

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and management Positions, 0201 Series. SPECIALIZED EXPERIENCE: GS-5: I have three years of progressively responsible general work experience with one year of that experience equivalent to the GS-04 grade level in the Federal service.

That experience demonstrates Knowledge of, and skill in applying, an extensive body of HR rules, procedures, and operations sufficient to perform a variety of interrelated tasks in support of the work of classification specialists. Knowledge of locally established program objectives, priorities, and practices requiring extended experience to initiate, plan, and coordinate, and resolve classification support problems. OR EDUCATION: Successfully completed a full four-year course of study leading to a bachelor's degree.

OR COMBINATION OF EXPERIENCE AND EDUCATION: Less than the full amount of specialized experience described; however, completed education leading towards a Bachelor's Degree as described. Therefore, have a combination of experience and education. NOTE: You must submit a copy of official transcripts. SPECIALIZED EXPERIENCE: GS-7: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05 or equivalent in other pay systems.

Specialized experience includes knowledge of the standard principles and practices of classification and the analytical and evaluative methods and techniques required to gather and study position information; to interpret and apply position classification standards; and to determine classification of positions. Knowledge of the standard principles and practices of position management and the analytical and evaluative methods and techniques required to review organizational structures, identify position management weaknesses and discuss findings and remedies with management.

Knowledge of other HR processes sufficient to relate classification issues to them. OR EDUCATION: Successfully completed one full academic year of graduate level education in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position; or have a bachelor's degree in education or a subject area related to the position and am claiming Superior Academic Achievement. OR COMBINATION OF EDUCATION AND EXPERIENCE: Less than the full amount of specialized experience described in the job opportunity announcement; however, completed some graduate-level education as described in the job opportunity announcement. Therefore, have a combination of experience and education. NOTE: You must submit a copy of official transcripts. SPECIALIZED EXPERIENCE: GS-9: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07 or equivalent in other pay systems.

OR EDUCATION: Successfully completed a master's or equivalent graduate degree or 2 full years of progressively higher-level graduate education leading to such a degree or LL.B. or J.D., in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR COMBINATION OF EDUCATION AND EXPERIENCE: Have the specialized experience as described, but less than one year; and have at least one year of graduate education as described, but less than the required two years. Therefore, have a combination of experience and education. NOTE: At the time of your application, you must submit a copy of college transcripts. SPECIALIZED EXPERIENCE: GS-11: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09 or equivalent in other pay systems.

Examples of specialized experience include knowledge of the standard principles and practices of classification and the analytical and evaluative methods and techniques required to gather and study position information; to interpret and apply position classification standards; and to determine classification of positions. Knowledge of the standard principles and practices of position management and the analytical and evaluative methods and techniques required to review organizational structures, identify position management weaknesses and discuss findings and remedies with management.

Knowledge of other HR processes sufficient to relate classification issues to them. OR EDUCATION: Successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position. OR COMBINATION OF EDUCATION AND EXPERIENCE: Have the specialized experience as described, but less than one year; and have at least two years of graduate education as described, but less than the required three years. Therefore, have a combination of experience and education. NOTE: At the time of your application, you must submit a copy of your college transcripts. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible.

GS-07: One year at the GS-05 level is required to meet the time-in-grade requirements for the GS 07 level GS-09: One year at the GS-07 level is required to meet the time-in-grade requirements for the GS 09 level GS-11: One year at the GS-09 level is required to meet the time-in-grade requirements for the GS 11 level NOTE: TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks.
