EXPERIENCE AND EDUCATION REQUIREMENTS: (OPM Operating Manual, Qualification Standards) GS-12: To qualify at the GS-12 grade level, you must have one year of specialized experience at or equivalent to the GS-11 grade level performing ALL of the following: (1) provide technical guidance and advice to management on a wide variety of employee relations issues related to leave, performance and conduct; (2) prepare and present legally sustainable written adverse action materials for management on conduct OR performance based actions; (3) research MSPB, Federal case law and Agency policies for precedent setting decisions to interpret the intent of decisions to recommend and prepare disciplinary and adverse actions; and (4) research policies and procedures to assist management in the preparation of grievance responses of all step levels.
GS-13: To qualify at the GS-13 grade level, you must have one year of specialized experience at or equivalent to the GS-12 grade level performing ALL of the following to include the experience required for the GS-12: (1) independently provide technical guidance and advice to management on a wide variety of uncommon or controversial employee and labor relations issues; (2) independently prepare and present legally sustainable written adverse action materials for management on conduct AND performance based actions; (3) research MSPB, Federal case law and Agency policies for precedent setting decisions to interpret the intent of decisions to recommend and independently prepare appropriate disciplinary and adverse actions; (4) research policies and procedures to assist management in the preparation of grievance responses of all step levels and types (administrative and negotiated); and (5) conduct management inquiries, fact findings and/or administrative investigations and produce summary reports on the matter investigated.
All qualification requirements must be met by the closing date of this announcement. Merit Promotion candidates must also meet time-in-grade requirements by the announcement closing date.
