HUMAN RESOURCES SPECIALIST (PROCESSING)
About this role
To qualify at the GS-9 grade level, your resume must demonstrate at least one (1) full year of specialized experience equivalent to at least the GS-7 grade level in the federal sector. Specialized experience is experience that has equipped you with the ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of specialized experience include performing the following types of tasks on a regular basis: Processing and assisting in training others to process a wide range of personnel actions; Responding to employees questions related to benefits such as health and life insurance, thrift savings plan, retirement and military service credit; Entering specific legal and financial data accurately into HR automated systems, ensuring pay-setting, tenure and benefits are accurate and assisting in training of team members on automated systems and processing actions; Articulating rules and procedures clearly so that co-workers and employees understand personnel actions, benefits, or payroll processing.

Specialized experience is experience that has equipped you with the ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of specialized experience include performing the following types of tasks on a regular basis: Conducting training for team members involved in processing personnel actions in an automated data base and ensuring actions are processed timely and in accordance with human resources policies; Answering more complex questions regarding entitlements; Reviewing, processing and resolving problems/discrepancies relative to personnel actions; Resolving more complex issues related to HR automated systems and processing; Coordinating with payroll on processing problems and intervening on complicated issues such as back pay, settlement agreements, and administrative errors; Advising managers and supervisors on resolution of personnel processing problems/issues; Liaising with payroll, benefits, and others to ensure on-boarding and separation processes happen on schedule.

Possess a Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., in a related field of study. (Transcript required at the time of application) OR, B. Have a combination of specialized experience at the GS-7 grade level and graduate education. To substitute education for experience at the GS-11 grade level, you must meet one of the following requirements below: A.
Have completed three full years progressively higher level graduate education or possess a Ph.D. or equivalent doctoral degree in a related field of study from an accredited college and/or university. OR, B. Have a combination of specialized experience at the GS-9 grade level and and graduate education. National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social).
Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
