HUMAN RESOURCES SPECIALIST (RECRUITMENT & PLACEMENT/CLASSIFICATION)
About this role
GENERAL QUALIFICATIONS: General education and/or experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for Administrative and Management positions. SPECIALIZED EXPERIENCE: one (1) year of specialized experience at the next lower broadband level, NH-02, comparable to GS-11 or equivalent in other personnel pay systems. Relevant experience includes: Experience applying the full range of classification and position management principles, concepts, practices, and techniques, and of the relationships of other HR specialties to classification.
Ability to gather facts and use effective analytical and evaluative methods to accurately assess information and make sound decisions involving position management problems. Experience applying the full range of Federal HR recruitment, placement, and merit system principles, concepts, policies, laws, and regulations. Experience developing and/or implementing talent management strategies that involve recruiting processes, performing job analysis, and advising management how to attract a highly qualified and diverse workforce.
Experience in troubleshooting and resolving the difficult problems that do not have specific guidance or precedence, associated with providing comprehensive recruitment, placement, and classification advisory services. If applicable, in addition to the above qualifications, the following as been determined to be a Quality Ranking Factor. Applicants who possess QRFs are considered to be Well-Qualified. Knowledge and experience with federal personnel systems such as USA Staffing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
