Infrastructure Network Development Manager

Our client is a joint venture dedicated to accelerating Vietnam’s energy transition by investing in an end-to-end electric two-wheeler (E2W) mobility solution. They aim to deliver a seamless consumer experience powered by an integrated digital ecosystem. Role Overview The Infrastructure Network Development Manager plays a key role in driving the business growth by expanding the company’s battery swapping infrastructure network, generating new strategic business opportunities, and strengthen the company’s mobility ecosystem in Vietnam.
This role is primarily responsible for the planning, deployment, and optimization of the company’s nationwide infrastructure network for electric two-wheelers. This includes battery swap stations construction and deployment, optimal swap station operation and digital integration to ensure seamless customer experiences. This will require managing relevant key government and stakeholder engagement, regulatory coordination for site access, electricity connection, and license/permit enablement required for the ’business operations and growth.
In addition, this role is also expected to support other strategic growth opportunities such as carbon credit, green electricity supply, etc. that support the company’s city-by-city sustainable expansion plan. The role therefore requires a commercially minded individual who can both originate and develop new business opportunities and navigate the external stakeholder environment to help the company execute efficiently in a rapidly evolving green mobility and electrification landscape.
Key Responsibilities 1 - Lead the Strategic Planning and Implementation of Site Enablement & Infrastructure network. Develop the battery swap network rollout strategies aligned with Government EV policies and the company’s growth targets. Lead the engagement with relevant government departments, public authorities, land-related stakeholders, and local bodies to facilitate public site selection progress and secure relevant public site approvals/permits for battery swap station deployment.
Work with the company’s internal operation team and selected land acquisition vendors (if any) to organize relevant site surveys, preparation of required site application and other relevant technical documents and drawings per local process requirement for site approval. Manage the coordination related to land use approvals by working with key government authorities to secure site approvals in compliance with local regulations and process.
Be responsible for the battery swap station deployment by working with key municipal organizations, land related stakeholders, selected land acquisition vendors (if any), the company’s internal operation team and the selected swap station construction vendor(s) to address any risks or concerns or complaints to ensure successful installation meeting the Company’s targets. Identify government-backed, policy-supported, or strategic location opportunities that may accelerate infrastructure rollout.
2 - Lead the License, Permit & Regulatory Approval Enablement for Network Infrastructure deployment and expansion. Lead the licensing process required for the company's battery swapping infrastructure deployment, and future expansion. Track external approval requirements relevant to battery swapping infrastructure deployment and ensure timely submission, follow-up, and obtain. Work with internal teams, legal advisors, consultants, vendors and government stakeholders to help resolve approval bottlenecks and regulatory issues affecting the network deployment and expansion progress.
Support internal planning by highlighting approval risks and proposing mitigation actions where needed. Represent or support the company’s leadership team in any relevant meetings, workshops, briefings, policy paper development, discussion with government or relevant key stakeholders on EV infrastructure development and/or green transport or electrification of the transportation industry. 3 - EVN & Electricity Connection Coordination Work with the selected battery swapping station construction vendor(s) for the effective engagement with relevant Electricity of Vietnam (EVN) entities at the region, city and ward level regarding electricity meter installation, electricity connection for the company’s battery swap station deployment and operation.
Work with the company’s internal teams and selected vendor(s) (if any) for the preparation and submission of the electricity connection application and other related requirements, as well as the follow-up and issue resolution (if required) for final approval. Help address issues related to electricity access, timing, capacity, and operational readiness that may affect rollout plans. Identify opportunities to improve speed, predictability, and scalability of electricity connection processes to support business expansion.
4 - Business Development for Strategic Business Growth Opportunities. Develop strategic business plans on carbon credit and green electricity procurement via DPPA mechanism for the company’s business growth. Initiate and manage all the relevant government and business partnerships relevant to carbon credit and DPPA mechanisms for successful business implementation. Work with the company’s internal teams, legal advisors and consultants to develop relevant commercial agreements or documents required for the execution of carbon credits and DPPA.
Support with the negotiation with key government and business partners the relevant commercial agreements and dossiers for the execution of carbon credits and DPPA. Identify any other potential strategic business opportunities that can create additional revenues or sustainable business growth in the future. 5 - Internal Coordination & Stakeholder Management Work closely with theleadership and cross-functional teams to ensure the swap station deployment and expansion plan are aligned with the company’s business growth and government related policies as well as the engagement, approvals, and implementation plans.
Coordinate with Legal, Operations, , Marketing, Technical, Finance, and other relevant teams to support partnership execution and external stakeholder alignment. Coordinate with external legal counsel, consultants, land agencies, utilities, and other external parties where required. Prepare high-quality relevant business development materials, briefing notes, stakeholder maps, meeting materials, talking points, status reports, and escalation notes for management review.
Maintain proper records of battery swap station implementation planning and execution, relevant partnership pipeline, engagement progress, approval status, stakeholder communications, and key action items. Qualification Education Bachelor’s degree in Business Administration, Business Development, Public Policy, Law, Government Affairs, Engineering, Urban Planning, Political Science, or a related field Master’s degree is a plus Experience Minimum 8–12 years of relevant experience in business development, strategic partnerships, external affairs, government affairs, large scale infrastructure project development, regulatory coordination, or stakeholder management.
Strong experience in developing large scale infrastructure projects including external government and key stakeholder partnership development and management and initiating and driving new business opportunities in Vietnam Experience working with government authorities in Vietnam, ideally in sectors such as:Energy, infrastructure, transport, EV / e-mobility, industrial projects, public utilities, real estate / site development Proven track record in developing large-scale infrastrucutre project, strategic partnerships, unlocking new business opportunities, or supporting market expansion initiatives.
