INTELLIGENCE SPECIALIST

About this role

This is a GG-15 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-15 duties for the "Professional" work category are at the "Expert" work level and are equivalent to those at the GS-15 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: comprehensive knowledge and understanding of AF ISR planning, employment, execution, and operational assessment, with specific mastery of the Joint Targeting Cycle and its impact on Joint All-Domain Command and Control (JADC2) for air, naval, ground, space and cyber operations.

Expert knowledge of AF and Joint targeting doctrine, targeting-associated tactics, techniques, procedures, targeting-related information and automation systems and software, and the role of intelligence capabilities in supporting air and joint/combined campaign planning, execution, and assessment. Expert knowledge and understanding of US Intelligence Community and AF policies, entities, missions, resources, operations, capabilities, databases, and requirements to perform intelligence research planning, operations collection, target analysis ,and other intelligence collection related activities.

Expert knowledge of geospatial intelligence, SIGINT, information warfare, and all-source intelligence analysis and tradecraft and production. Expert knowledge of advanced management and organizational principles and practices. Knowledge of study methodologies and problem-solving techniques. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Comprehensive knowledge of AF and Joint targeting doctrine, the Joint Targeting Cycle, and its impact on Joint All-Domain Command and Control (JADC2) to include associated tactics, techniques, and procedures. 2. In-depth knowledge of US Intelligence Community policies, missions, and multi-disciplinary tradecraft-specifically geospatial intelligence, SIGINT, and all-source analysis-and how these systems enable targeting operations.

3. Expert knowledge of advanced management principles to lead AF Targeting Enterprise strategy, resource allocation, and DOTMLPF-P advocacy across Service and Joint forums. 4. Ability to gather, assemble, and analyze highly complex technical facts, evaluate study methodologies, and devise decision-quality solutions for emerging targeting challenges (e.g., AI/ML integration). 5. Exceptional skill in presenting and defending complex analytical outcomes and recommendations, both orally and in writing, to high-ranking officials (GO/FO, SES) and national-level agencies.

6. Ability to plan, organize, and prioritize enterprise-level work and taskings to meet changing deadlines, combatant command requirements, and strategic operational priorities. CONDITIONS OF EMPLOYMENT CONTINUED: Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position.

A nondisclosure agreement must be signed. Drug Testing: This position has been designated by the AF as a Testing Designated Position (TDP) under the AF Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the AF, national security, and public safety. Mission Essential: This is a Mission-Essential position performing a Mission-Critical-Function which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.

Ref: AFI36-129, dated 17 May 2019. Key: The duties of this position meets all requirements as a category 4 designation, and shall not be vacated during a national emergency or mobilization without seriously impairing the capability of the parent Federal Agency or office to function effectively. This position must be removed from the Ready Reserve and CAN NOT become a member of the Ready Reserve. (IAW: DoDD 1200.7, "Screening the Ready Reserve,") The employee may be required to travel in military and/or commercial aircraft to perform temporary duty assignments OR travel by commercial or military conveyance in accordance with Joint Travel Regulations (JTR) may be required in performance of temporary duty (TDY).

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
