THIS IS AN AIR RESERVE TECHNICIAN OFFICER POSITION. This is an Air Reserve Technician (ART) Officer position located at 655 INTL/SURVEIL/RECON GP with the military rank of Lt. Col, AFSC: 14N3. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below: EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include serving as a subject matter expert and requires a comprehensive knowledge in a multitude of concepts, principles, and practices to include intelligence research, collection methods, analytical applications, and other highly technical, diverse multi-intelligence functions to support global U.S.
Air Force, DoD, and National level Agencies in the areas of HUMINT, SIGINT, GEOINT/MASINT, Acquisition Intelligence, Targeting, All-Source Fusion Analysis, and DCGS employment. Employee demonstrates an expert structural knowledge of the intelligence community, Joint, DoD, organizations and mission/functions, inter-relationships, and operations needed to effectively integrate all AFRC ISR operations with other total force initiatives.
Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Must be fully qualified and experienced intelligence officer preferably having operational experience in at least two of the below intelligence disciplines/operations: HUMINT, GEOINT/MASINT, SIGINT, All-Source Analysis/Fusion Analysis, DCGS, Targeting, Acquisition Intelligence, collection management, analytical production management, and dissemination.
Knowledge of global intelligence operational requirements and associated processes to support Air Force, Combatant Commands and Theater Air Force Component Commands and understanding of intelligence concepts, capabilities, and operations. Knowledge must also include laws, authorities, regulations, policies, and precedents which affect Intelligence operational programs and related support resources. Knowledge of and ability to formulate operational and training plans and policies pertaining to intelligence operations and training and unit operational and training activities.
Knowledge of advanced management and organizational principles and practices, program goals, missions, functions, administrative operations of the Group, Wing, NAF, and HQ AFRC. Knowledge and understanding of a comprehensive range of staff concepts, objectives, policies, management/organizational techniques, and military command. Ability to gather, assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and package the entire process in briefings, papers, or reports suitable for top management use and decision-making (to include civilian and military).
Knowledge of operational and training programs throughout the group in order to conduct studies, analyze findings, and make recommendations on substantive operating programs. Ability to plan and organize workload and activities, manage multiple taskings, and communicate effectively both orally and in writing. Ability to integrate Air Force Reserves into intelligence operations missions to include training while ensuring command/control oversight and tasking authorities are properly executed.
CONDITIONS OF EMPLOYMENT CONT. This is an Air Reserve Technician (ART) Officer position. The employee is required to meet and maintain Air Force Reserve requirements. Work schedule will be aligned to allow employee to participate in unit training assemblies (UTA). The employee's regular assignments are ART duties; however, the employee may be assigned some non-ART duties, generally not to exceed 30 percent of total responsibilities.
Employee may occasionally be required to work other than normal duty hours or overtime to meet workload demands. If the position is designated a Critical Sensitive Position: The employee must be able to obtain and maintain a Top-Secret clearance. If the position is designated a Non-Critical Sensitive Position: The employee must be able to obtain and maintain the appropriate security clearance. The employee must be eligible for Top Secret/Sensitive Compartmented Information (SCI) Access.
Performs other related duties as assigned. This is a designated mobility position. Employee must be willing to move/transfer to another unit/location on a lateral or promotion as directed by HQ AFRC. AFRC command-wide geographic mobility is a condition of employment for all ART Officer positions. The employee must sign a mobility agreement. Demonstrated leadership and managerial abilities are essential to successful accomplishment of responsibilities inherent in this position.
This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position. This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing.
Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety. If position designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position.
A non-disclosure agreement must be signed. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.
