2) Experience developing scopes of work for conducting engineering or environmental civil works studies, or in support of technical contracts. 3) Experience planning concepts, principles, techniques, and practices; the social, economic, political, and physical elements involved in human settlements; and the dynamics of change within these elements. 4) Has one year of specialized experience at the GS-11 grade level preparing Civil Works documentation and documentation for compliance with the National Environmental Policy Act (NEPA), Clean Air Act (CAA), Clean Water Act (CWA), and Endangered Species Act (ESA).

The definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). You will be evaluated on the basis of your level of competency in the following areas: Oral Communication Project Management Requirements Analysis Technical Competence Writing Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
