IT PROGRAM MANAGER

About this role

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-13 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: 1) Managing complex Department of Navy/Department of War (DON/DoW) enterprise networks (CONUS/OCONUS) at a senior-level, with a proven mastery of the Systems Development Lifecycle (SDLC), PMI principles, and data analytical tools (e.g., Power BI) to track program costs, schedules, milestones (POA&Ms), risks, and conduct Analysis of Alternatives (AoAs); 2) Developing, interpreting, and executing IT policies and organizational strategies aligned with CIO goals, including a demonstrated capability to translate complex military mandates into local operating procedures, managing IT investment portfolios, and leveraging Enterprise Architecture frameworks to ensure system interoperability; 3) Analyzing financial/operational metrics and delivering evidence-based recommendations to leadership through a strong working knowledge of the Navy acquisition process, IT contract vehicles, and vendor oversight, combined with a practical understanding of the Planning, Programming, Budgeting, and Execution (PPBE) framework; and 4) Leading multi-disciplinary working groups, resolving organizational bottlenecks, and delivering outstanding oral and written communications to senior executive stakeholders using advanced leadership and interpersonal skills.
