Individual Occupational Requirement This position has an Individual Occupational Requirement that must be met prior to meeting the specialized experience. Applicants must possess IT-related experience demonstrating each of the nine (9) competencies listed below: Attention to Detail - Is thorough when performing work and conscientious about attending to detail. Specialized Experience: To qualify for a GS-14 position, the candidate must possess at least one year of specialized experience, equivalent to the GS-13 level in the Federal service, or comparable experience not gained through federal service, in applying skills in managing portfolios, introducing new technical practices to operations where precedents do not exist; assessing programs to determine where data and technology can be applied to make improvements in efficiencies and operations; planning and implementing new operational programs; and providing leadership to large and complex organizations.
In addition to the specialized experience described above, you must have related experience in each of the competencies listed below which must be supported by the information contained in your resume and other application materials: Review complex data from multiple sources and determine relevant information to a given situation. Draft, edit, and disseminate written reports and status updates that are factual, timely and relatively error free.
Maintain relationships with customers with diverse needs. Provide moderately technical or complex information about products and services. Assess customer's needs and identify products and/or services to meet their needs. Resolve complex or non- routine problems, questions, or complaints; direct the most complex problems, questions, or complaints to the appropriate person. Communicate, explain, or defend complex information technology ideas and information clearly and adapt to the audience's level of knowledge.
Thoughts are well organized. Listen to others and recognize potential miscommunications. Use logic to identify alternatives to solve complex or sensitive technological problems; anticipate problems and identify and evaluate potential sources of information and generate alternatives to solve problems where precedents do not exist. Substitution of education in lieu of specialized experience may not be used for this grade level.

This position is designated as Emergency Essential. Emergency Essential personnel must be able to serve during a continuity of operation event without regard to declarations of liberal leave or government closures due to weather, protests, and acts of terrorism or lack of funding.
