About this role

This is a GG-13 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-13 duties for the "Professional" work category are at the "Senior" work level and are equivalent to those at the GS-13 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. In order to qualify, you must meet the quality experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Information Technology (IT) Management Series, 2210 (Alternative A).

BASIC REQUIREMENTS: For all positions individuals must have IT-related experience demonstrating each of the four competencies listed below. The employing agency is responsible for identifying the specific level of proficiency required for each competency at each grade level based on the requirements of the position being filled. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.

Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.

Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

IN ADDITION TO MEETING THE BASIC REQUIREMENTS ABOVE APPLICANT MUST ALSO MEET THE QUALIFICATION REQUIREMENTS LISTED BELOW. EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: knowledge of a wide range of concepts, principles, and practices in a professional or administrative occupation; Requires System professional certification DoD 8570.01 level III Certified Information Systems Security Professional (CISSP) and a Cisco Certified Network Professional (CCNP) certification; Broad and extensive knowledge of security protocols and controls for Switches, Routers, Firewalls, Encryption Devices, IPAM, DHCP and Network Monitoring & Access Tools; Extensive knowledge of DoD network systems and technologies and knowledge of the command mission including Information Operations and Intelligence processing and distribution systems for network devices and the standards and evaluations to sustain operations; Provide Technical direction to network systems and project managers assigned to projects, and extensive knowledge of Information Technology (IT) principles, methods, and practices as applicable to network design and administration disciplines, as responsibilities of the position are carried out on live/production networks directly linked to intelligence community, warfighter and national policy making assets.

Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of systems analysis concepts, techniques, and principles sufficient to evaluate and make recommendations for command, control communications, computers and intelligence (C4I) architectures.

2. Knowledge of the full range of IT security principles, concepts, practices, products and services (including systems software, database software, immediate access storage technology), and methods for evaluating risk and vulnerability, implementing mitigating improvement, and disseminating IT security tools and procedures. 3. Knowledge of national intelligence IT security certification/ accreditation standards and controls and IT security policies.

4. Skill in the use of various operating systems (i.e. Windows, UNIX/LINUX, etc.) and their vulnerabilities and security controls. 5. Ability to gather facts and use effective analytical and evaluative methods to assess information, plan the sequence of actions necessary, make sound decisions, recommendations, and initiates plans for enhancements, and provides management sufficient technical and cost analysis information, through written documentation and oral briefings, to render informed judgments.

6. Ability to communicate (orally and in writing) complex technical IT security issues to non-technical personnel. CONDITIONS OF EMPLOYMENT CONTINUED: 1. Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position.

A non-disclosure agreement must be signed. A favorable suitability determination is required before appointment. 2. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program as a presumptive position identified by general criteria and specific occupational series/codes. Employee must pass initial and periodic short notice drug testing.

Illegal drug use by employees in testing designated positions presents a clear threat to public safety and/or the mission of the Air Force and national security. 3. Information Assurance Certification, IAM Level II, is a condition of employment. This position includes IA work as a paramount duty requirement. Per DoD 8570.01-M, the incumbent of this position must achieve IAM Level II certification within six months of assignment of these duties.

A waiver of this six month requirement may be granted per DoD 8570.01-M, C3.2.4.2 or C3.2.4.3. Failure to receive the proper System certification may result in removal from this position. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).

Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
