A qualified candidate possesses the following: A minimum of 5 years of progressively responsible experience analyzing a wide range of FFR programs, non-appropriated fund (NAF) and APF, to work with management in developing funding guidance for subordinate activities in fiscal planning.

Ability to identify problem areas of interrupting policies, program management, cash handling, and budgeting shortfalls. Ability to gather, interpret, analyze, and correlate large amounts of narrative and statistical information to analyze the organizational structure and mission of CNIC, including organizational relationships and structures for execution of FFR programs. Ability to develop policy-based program standards and metrics to determine the effectiveness of program delivery, make recommendations to adjust policy or resources, and to provide optimal FFR programs consistent with available funding.

Ability to interpret complex instructions, directives, and correspondence and to apply them to specific situations. Ability to draft proposals in accordance with Navy correspondence manual. Knowledge of pertinent laws, regulations, policies, and precedents, which affect the use of program and related support resources in the area studied. Ability to develop concise, comprehensive presentations on programmatic issues and policy matters.

Ability to use Microsoft Office (MS) Suite programs to prepare presentations in MS Word, MS Power Point, or MS Excel formats. Ability to effectively communicate both orally and in writing with a wide variety of personnel. Ability to compose and edit written correspondence, which may include publications that encompass all FFR programs and operational matters.
