A qualified candidate possesses the following: Knowledge related to the organizational management and administration of policies and personnel. Knowledge related to the procurement policy (NAR), NAF warrant requirements, policy exception requests (NAR Board), and COR requirements and letters.
Knowledge of the intricacies of the SAP accounting applications/ ERP supporting business operations solutions used to manage F&FR non-appropriated fund budgets. Knowledge related to company codes, cost centers and general ledger structures and accounting and how it applies. Knowledge of CNIC's organizational structure, functions, and mission. Knowledge of Federal, DoD, Department of the Navy (DON), and CNIC laws, policies, principles, practices, Procurement policies, and techniques related to NAF Financial Funds, civilian payroll, Staffing management.
Knowledge of NAF supply/services contract training across the CNIC enterprise. Skill in developing high level organization and time-management. Skill in analyzing and evaluating audit reports, regulations, and other relevant material as a basis for developing and implementing departmental guides or procedures; and preparing reports and tracking warrants. Skill in systems specifications, data gathering and analytical techniques, and systems evaluation methodology.
Skill in the use of Microsoft Office Programs (e.g., Word, Excel, Power Point, Outlook). Ability to become familiar with the organization, structure and operational methods of the U.S. Navy and the policy structure within which it operates is essential in this position. Ability to provide technical advice to personnel at all levels within CNIC enterprise. Ability to communicate effectively both orally and in writing.
