Have at least one full year of specialized experience that is at least equivalent to work performed at the GS-11 grade level. Specialized experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.

You will receive credit for all qualifying experience, including volunteer experience. Qualifying experience must demonstrate the following: 1) Designing and applying analytical tools and methods to evaluate and improve programs; 2) Developing and delivering training and technical guidance to stakeholders on workforce management issues; and 3) Recommending, drafting, and coordinating the implementation of policies and procedures to improve organizational operations.

Applicants applying for the GS-13 must meet one of the following requirements: A. Have at least one full year of specialized experience that is at least equivalent to work performed at the GS-12 grade level. Specialized experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).

Qualifying experience must demonstrate the following: 1) Leading the design and implementation of analytical tools and methods to evaluate programs and organizational efficiency; 2) Providing expert-level training and consultation to stakeholders on workforce management strategies and best practices; and 3) Evaluating policies and strategic initiatives that improve organizational performance and ensure compliance with applicable laws, regulations, and agency guidance.
