Management and Program Analyst - ICTAP/CTAP Applicants (P)
About this role
To meet the minimum qualifications for this position, you must meet the specialized experience requirements. To qualify for the Grade 15, you must have at least one year of specialized experience equal or equivalent to the GS-14 grade level in federal service (or senior private/non-profit equivalent): Leading or advising on performance management, strategic planning, or enterprise-wide policy programs. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: Performance Management - Knowledge of performance management concepts, principles, and practices related to planning, monitoring, rating, and rewarding employee performance.
Compliance - Knowledge of procedures for assessing, evaluating, and monitoring programs or projects for compliance with Federal laws, regulations, and guidance. Program Evaluation and Executive Advisory: Establishes qualitative and quantitative evaluation metrics to monitor summary rating distributions, PIP outcomes, and award correlations across OAs. Briefs the CHCO on rating pattern trends and compliance anomalies. Provides expert counsel to senior executives, Performance Review Boards (PRBs), and OA leadership on resolving complex performance appraisal challenges and structural equity across components.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
