About this role
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/17/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service.
An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
This position requires a Special Placement Factor (SPF). Candidates must possess experience at least at the next lower grade level to be eligible for consideration. The required experience must be clearly documented in your resume. Failure to explicitly demonstrate this experience may result in disqualification from further consideration. Special Placement Factor includes: Expert knowledge of the Health Care Identity Management (HC IdM) principles and software utilized in the identification management and data integrity processes to provide expertise and guidance as the Subject Matter Experts (SMEs) for the HC IdM team.
Minimum requirement as this position serves as a subject matter expert in this work. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Having responsibility for the data quality of identity traits and correlations via the VA Master Person Index (MPI) and the Integration Control Number (ICN); Informing internal and external National policy regarding identity proofing and management; Identifying issues with and improving processes and methods of entering data into a myriad of VA systems and the VA MPI; Identifying, analyzing and resolution of duplicate entries on the VA MPI; Investigation and analysis of potential catastrophic edits, researching resolution options and providing assistance to the site in the restoring of the identity record; Advising and assisting the HC IdM team in the selection and application of appropriate problem-solving methods and techniques, providing advice on work methods, practices, and procedures, and assisting team in identifying the parameters of a viable solution.
