About this role
Conditions of Employment Continued: Emergency Essential (EE): The duty of the employee is to provide immediate and continuing support for combat operations or to support maintenance and repair of combat essential systems of the armed forces. Performs duty in a combat zone after the evacuation of nonessential personnel in connection with a war or a national emergency declared by Congress or the President, and it is impracticable to convert the employee's position to a position authorized to be filled by a member of the armed forces because of a necessity for that duty to be performed without interruption.
Employee must sign DD Form 2365 as a condition of employment. Employees could be assigned to any location worldwide providing civilian support to combat operations and could deploy to non- combat locations in response to contingencies, disaster relief, or other emergency operations. (IAW: Section 1580 of title 10, United States Code) This position is designated as a Testing Designated Position (TDP) under the Air Force Civilian Drug Testing Program.
Illegal drug use by employees in sensitive positions present a clear threat to the mission of the Air Force, national security, and public safety. It is required that you (a) refrain from the use of illegal drugs and (b) if requested, submit to urinalysis testing. This is a Mission Essential (ME) position performing a Mission Critical Function (MCF) which must continue uninterrupted after the occurrence of an emergency and continued through full resumption of all functions.
IAW, DoDI 3020-42, Defense Continuity Programs. This position may be designated mission essential based on local conditions. Mission essential personnel report for duty at normal times when the base is closed. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions, Miscellaneous Administration and Program Series, 0301.
SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower broadband NH-02, equivalent to the next to lower grade GS-11 or equivalent in the Federal Service. Specialized experience must include broad knowledge of Department of Defense, Defense Information Systems Agency, Air Force and Space Force instructions, policies, and procedures relating to operations, maintenance, and management of operational systems; extensive knowledge of Space Domain Awareness (SDA) operations and broad knowledge of space enterprise operations to include Space C2, maintenance methodologies, and Knowledge of acquisition planning and contracting methodologies sufficient to provide a critical analysis with a recommended course of action on a wide variety of contractual matters.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Broad knowledge of Department of Defense, Defense Information Systems Agency, Space Force and Space Operations Command instructions, policies, and procedures relating to operations, maintenance, and management of operational systems. 2. Extensive knowledge of SDA operations and broad knowledge of space enterprise operations to include Space C2, maintenance methodologies, and knowledge of acquisition planning and contracting methodologies sufficient to provide a critical analysis with a recommended course of action on a wide variety of contractual matters.
3. Ability to collaborate at appropriate levels with organizations both inside and outside Delta, FIELDCOM, the Space Force, DoD and its agencies, the Federal Government, and international partners. 4. Knowledge of health, safety, environmental, and emergency operations and procedures requirements as outlined in applicable OSHA standards, regulations, and/or technical orders. 5. Ability to research, analyze, interpret and apply rules, regulations and procedures in a variety of situations and recommend timely economical solutions, and to analyze, plan, and adjust work operations of one or more organizational segments to meet program requirements and objectives within available resources.
6. Ability to communicate orally and in writing, clearly, concisely, accurately and maintain good working relationships with other governmental and commercial agencies, while planning and organizing work and coordinating the work with other integration agencies. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.You will receive credit for all qualifying experience, including volunteer experience.
