PERSONNEL MANAGEMENT SPECIALIST
About this role
This is a GG-12 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-12 duties for the Professional work category are at the Full Performance work level and are equivalent to those at the GS-12 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
EXPERIENCE REQUIRED: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Knowledge, experience, training, and independent study of a wide range of principles, concepts, and methods of a professional/ administrative occupation and skill in applying this knowledge in carrying out assignments, operations, or procedures, practical knowledge of technical methods to perform assignments which involve use of specialized, complicated techniques.
Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Knowledge of an extensive body of civilian HR rules, procedures, and operations sufficient to provide advice to management on a variety of issues, interpret regulations, build and track requests for personnel actions and overseas tour extensions, and advise on the Priority Placement Program.
2. Knowledge of DCIPS and skill in applying, the principles, practices, and techniques of performance appraisal and awards programs within a complex and/or large multi-mission organization with a diverse population. 3. Knowledge of Manpower Management and skill in interpreting the Unit Manpower Document, analyzing and submitting Manpower Change Requests and advising leadership on submission of Organizational Change Requests.
4. Must be fully cognizant of the MAJCOM intelligence mission, objectives, functions, policies, and interrelationships with ACC, DoD, ODNI, the COCOMs and the US Intelligence agencies and key participants. Must also be fully cognizant of theater and service requirements and missions. 5. Must be highly skillful in articulating complex ideas or issues through oral or written means. Ability to gather, assemble, and analyze data to prepare budget expenditure, develop alternatives, and make recommendations to resolve budget/funding and contractual problems.
6. Ability to plan, organize, and prioritize work to meet changing deadlines, to gather assemble, and analyze facts, draw conclusions, conduct analysis, devise recommended solutions, and package the entire process in briefings, papers, or reports suitable for top management use and decision-making. CONDITIONS OF EMPLOYMENT CONT. 1. Position is designated Special-Sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position.
A non-disclosure agreement must be signed. 2. Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Drug Demand Reduction Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.
3. Duties are performed in a windowless office environment adequately lighted, heated and ventilated. Work is mostly sedentary, normally performed at a desk in a "no-smoking" building. Incumbent may be required to climb stairs (depending on location of office the work area may be in a multi-storied building with no elevator), to stand during briefing presentations, and to be capable of other physical requirements normally associated in an office environment.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week. VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social).
Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
