POSTAL OPERATIONS SPECIALIST

About this role

Your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-12 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Performing expert knowledge of official and personal mail required to provide mail management policy guidance for the administration and operation of 657 Navy Post Offices afloat and ashore, 12 Consolidated Mail Facilities, 45 CONUS Official Mail Centers, and other postal facilities worldwide.

Expert knowledge of rules, regulations, policies and operations of the Military Postal System, Navy Mail Routing and Department of Defense in order to oversee and execute the Navy-wide official mail Cost Control Program, conduct official mail and postal operation inspections, and assist the Navy Mail Routing Crew. I have expert knowledge of postal laws, regulations, directives, practices and procedures of postal rates, classes of mail, special and supplemental services to respond to global fleet support postal issues, CONUS and OCONUS postal initiatives and collaborate/coordinate with echelon I, II, and III agencies in order to provide the Assistant Commander for Supply Chain Management, Policy, & Performance Directorate with Navy Postal advocacy on various committees and working groups at the Department of Defense (DoD), Military Postal Service Agency (MPSA) and USPS Headquarters level.

Comprehensive knowledge of Navy organizational structures and relationships and those of other military services and the USPS, NAVSUP Enterprise and DoD to ensure the command/Navy postal program goals are identified and metrics tracked and briefed to the chain of command during product and services reviews and budget data calls. Demonstrate a thorough knowledge of NAVSUP Postal Command-wide program goals and objectives, and of their budgetary implications to ensure the most accurate program planning, budget formulation, execution, and identification of emergent requirements needed to support relevant global initiatives.
