TECHNICAL QUALIFICATIONS (TQs): Your resume should demonstrate accomplishments that would satisfy the technical qualifications: TQ 1.

Ability to apply engineering and scientific theories across the full lifecycle-including Science and Technology (S&T), Research, Development, Test, and Evaluation (RDT&E), acquisition, and in-service engineering-to deliver and sustain operationally relevant undersea weapons and weapon systems to the Fleet. This includes proven expertise in systems engineering, project management, and production execution to transition and sustain advanced warfighting capabilities.

TQ 2. Demonstrated ability to lead technical and business operations within a complex R&D organization, leveraging knowledge of the Navy Working Capital Fund (NWCF) construct. Proven expertise in developing organizational strategic plans, investment roadmaps, and capabilities aligned with Navy and Department of War strategic guidance (such as NUWC Keyport's mission). This includes a track record of building collaborative partnerships and leading diverse teams across the Naval Research & Development Enterprise, Fleet, industry, and academia.
