QUALIFICATION REQUIRMENTS: To qualify for this position, you must meet the qualification requirements outlined below: SPECIALIZED EXPERIENCE GS-13: To be eligible for this position, you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12 grade level in the Federal service. Specialized experience includes: Experience applying management and organizational principles to evaluate programs, projects, and studies; assessing the efficiency and effectiveness of operations; and develop recommendations for operational improvement.

Experience leading the planning, scheduling, coordination, monitoring, and evaluation of projects or studies involving multiple organizational functions, work processes, or affected parties. Experience analyzing project and operational data to identify problem areas, trends, deficiencies, resource requirements, and factors affecting the accomplishment of program or project objectives. Experience applying budgeting methods and techniques to prepare resource analyses and estimates, evaluating resource requirements, and recommend adjustments supporting project or program objectives.

Experience presenting findings and recommendations through reports and briefings and negotiating resolutions to disputed recommendations, resource issues, or project-related conflicts. AND You must also meet the following requirement(s): TIME AFTER COMPETITIVE APPOINTMENT (TACA): By the closing date (or if this is an open continuous announcement, by the cut-off date) specified in this job announcement, current civilian employees must have completed at least 90 days of federal civilian service since their latest non-temporary appointment from a competitive referral certificate, known as time after competitive appointment.

For this requirement, a competitive appointment is one where you applied to and were appointed from an announcement open to "All US Citizens" TIME IN GRADE (TIG): For positions above the GS-05, applicants must meet applicable time-in-­grade requirements to be considered eligible. One year (52 weeks) at the next lower grade level is required to meet the time-in-grade requirements for the grade you are applying for. For positions at the GS-05, you cannot advance to the GS-05 if you have held a GS-02 in the past 52 weeks.
