To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/14/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-09. The grade may have been in any occupation, but must have been held in the Federal service.

An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

This position requires a Special Placement Factor (SPF). Candidates must possess experience at least at the next lower grade level to be eligible for consideration. The required experience must be clearly documented in your resume. Failure to explicitly demonstrate this experience may result in disqualification from further consideration. Special Placement Factor includes: Experience with identity management and Master Person Indices (MPI) and their purpose in the support of enterprise wide sharing of data for patient care and other applications; and Experience with health information management principles and patient identity management, including validation of specific identity traits, to ensure that person identity integrity is maintained and improved.

Quality Ranking Factor (QRF) that are ideally sought. Experience with Identity Management, including the validation of identity trait information within a large scale (20M+ unique identities) Master Person Index for a large-scale medical information system/database and supporting enterprise-wide sharing of data for patient care. Experience applying concepts and processes specifically related to the validation of identity trait data utilizing industry standard information systems such as Share, Electronic Verification of Vital Events (EVVE), Experian, Clear or Accurint.

You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Identifying and assisting in the improvement of processes and methods of entering data into electronic patient health records to ensure the quality of the data.

Analyzes person data, utilizing all verification resources and determining the correct course of action required to resolve duplicate person EHRs on the Master Person Index (MPI) into one unique identifier (ICN). Analysis and action taken is documented in internal journal cases. Utilizes data integrity and support of the Master Person Index (MPI) database which is the authoritative source for persons and provides the access point mechanism for linking person records from multiple VA healthcare facilities and National databases including DoD, to enable an enterprise-wide view of individual and aggregate patient information.

Communicates and responds to facility staff regarding possible verification of identity traits, data quality issues, discrepancies, etc. using various verification resources. This can include possible identity theft cases. Isolating and defining issues or conditions, as typically is the case where a number of program efforts or studies must be coordinated and integrated; resolving critical problems in identity management in agency-wide systems or developing new approaches and techniques for use by others.

OR, Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree OR, 3 full years of progressively higher level graduate education leading to such a degree OR, LL.M., if related. OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond graduate level education.
