About this role

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/04/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service.

An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples: 1 year of specialized experience equivalent to at least GS-7, which should include: Analyzing complex program or operational issues to identify significant factors, gather pertinent data, and recommend solutions.

Planning and organizing work to meet program or agency objectives. Applying analytical and evaluative methods to assess program development or execution and improve organizational effectiveness and efficiency. Communicating effectively orally and in writing to management and other stakeholders OR, Education: NOTE: Successful completion of a master's or equivalent graduate degree, successfully completed two (2) full years of progressively higher level graduate education leading to such a degree, LL.B or J.D.

if related. Such education must demonstrate the knowledge, skills, and abilities necessary to do the work of this. Copies of transcripts must be submitted with your application materials. Education cannot be credited without documentation. OR Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond. For example:1 year of GS-7 experience plus partial graduate education, or Partial graduate education plus partial GS-7 experience, if the total equals the required time.

NOTE: One (1) full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment. Positions in this series require: Understanding of agency missions, policies, and objectives.

Knowledge of management principles and processes. Proficiency in fact-finding, investigative techniques, and report/presentation development. Familiarity with budgetary and financial management principles. For GS-11 in the Management and Program Analysis Series (0343), the OPM qualification standard requires either: Education: A successfully completed a Ph.D. or equivalent doctoral degree, or 3 full years of progressively higher level graduate education leading to such a degree, or an LL.M.

OR Specialized experience at the GS-9 in the Federal service level includes: Analyzing complex program or operational issues to identify significant factors, gather pertinent data, and recommend solutions. Planning, organizing, and directing work to achieve program or organizational objectives. Applying advanced analytical and evaluative methods to assess program effectiveness, efficiency, and productivity.

Communicating findings and recommendations effectively in writing and orally to senior management and stakeholders. You must have at least one (1) full year of specialized experience equivalent to at least the next lower grade level (GS-9) in the Federal Service, that is directly related to the work of the position and has equipped you with the particular knowledge, skills and abilities to successfully perform the duties as a Program Analyst.

OR Combination: Combination of successfully completed education and specialized experience directly related to the work of the position as outlined above that meets the requirements of the position. Only education in excess of a master's or equivalent graduate education may be used to qualify applicants for the GS-11 level. Physical Requirements and Work Environment: Regular and recurring work is mostly sedentary involving sitting at a desk, although the position requires the ability to move from one geographic location of the facility to another.

The incumbent works with a computer screen and keyboard. Some physical effort such as standing, walking, bending or prolonged sitting may be required. The incumbent may be exposed to walking to outlying areas. The work places no special physical demands on the employee.
