About this role

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/13/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07 level. For a GS-11 position you must have served 52 weeks at the GS-09 level.

The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. You may qualify based on your experience and/or education as described below: Specialized Experience GS-09: You must have one year of specialized experience equivalent to at least the next lower grade of GS-07 in the normal line of progression for the occupation in the organization.

Examples of specialized experience would typically include, but are not limited to...knowledge and skill in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of PACT, PCMM Web, Primary Care, and Mental Health clinic operations carried out by administrative or professional personnel, or substantive administrative support functions; knowledge of pertinent laws, regulations, policies and precedents which affect the PACT program, Primary Care, and Mental Health operations; knowledge to plan, schedule, and conduct projects and studies to evaluate and recommend ways to improve the effectiveness and efficiency of work operations in the PACT program, Primary Care, and Mental Health clinics; knowledge of the principles of process improvement and quality assurance in health care to implement, evaluate, and coordinate quality assurance and process improvement activities for PACT, PCMM Web, primary care, and mental health clinic operations; skilled in presenting recommendations and negotiating solutions to disputed recommendations; knowledge of PCMM, VistA, CPRS, VSSC; ability to utilize these systems effectively in the daily operations of PACT, primary care, and mental health clinic operations; and the ability to adapt quantitative analytical techniques to the measurement and improvement of the PCMM Web program effectiveness and/or organizational productivity...OR, Education: Applicants may substitute education for the required experience.

To qualify based on education for this grade level you must have successfully completed a Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related . OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the graduate degree level..

Specialized Experience GS-11: You must have one year of specialized experience equivalent to at least the next lower grade of GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to...skilled in applying analytical and evaluative methods and techniques to issues or studies concerning the efficiency and effectiveness of PACT, PCMM Web, Primary Care, and Mental Health clinic operations carried out by administrative or professional personnel, or substantive administrative support functions; knowledge of pertinent laws, regulations, policies and precedents which affect the PACT program, Primary Care, and Mental Health operations; Projects and studies typically require knowledge of the major issues, program goals and objectives, work processes, and administrative operations of the PACT program, Primary Care, and Mental Health Clinics; knowledge to plan, schedule, and conduct projects and studies to evaluate and recommend ways to improve the effectiveness and efficiency of work operations in the PACT program, Primary Care, and Mental Health clinics; knowledge and skill in adapting analytical techniques and evaluation criteria to the measurement and improvement of PACT and PCMM Web program effectiveness and/or organizational productivity; knowledge is applied in developing new or modified work methods, organizational structures, records and files, management processes, staffing patterns, procedures for administering program services, guidelines and procedure, and automating work processes for the conduct of PCMM Web program operations, Primary Care, and Mental Health clinic operations; knowledge of management principles, organizational theory, and techniques of analysis and evaluation, along with knowledge of standardized clinic operational practices and procedures to conduct studies of clinic work processes in various organizations to identify, analyze, and recommend solutions to problems in organizational structure, staffing, administrative procedures, work processes, or workload distribution; knowledge of the principles of process improvement and quality assurance in health care to implement, evaluate, and coordinate quality assurance and process improvement activities for PACT, PCMM Web, primary care, and mental health clinic operations; knowledge of PCMM, VistA, CPRS, VSSC and the ability to utilize these systems effectively in the daily operations of PACT, primary care, and mental health clinic operations; ability to adapt quantitative analytical techniques to the measurement and improvement of the PCMM Web program effectiveness and/or organizational productivity; exceptional ability to design data gathering systems and evaluate quality of information gained; ability to analyze and manipulate data, formulate recommendations based on data gathered and determine impact of recommendations and/or actions; exceptional ability to effectively deliver written and oral presentations to persons of varying education and interest levels and attain the desired results; and skilled in conducting interviews with supervisors and employees to obtain information about organizational missions, functions, and work procedures; skilled in presenting recommendations and negotiating solutions to disputed recommendations...OR, Education: Applicants may substitute education for the required experience.

To qualify based on education for this grade level you must have successfully completed a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree, or LL.M., if related OR, Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond the graduate degree level.
