Provide course descriptions as necessary. Specialized Experience Requirement: Applicants must have at least one year of specialized experience equivalent to at least the GS-14 grade level. Specialized experience is defined as three or more of the following: 1. Providing authoritative policy, operational, or administrative guidance to senior leadership on complex issues affecting surge capacity, project delivery resources, or technical service programs.

2. Leading the development or enhancement of programs, activities, or organizational strategies to address emerging, high-impact issues affecting mission delivery or national program operations. 3. Designing, implementing, or evaluating processes for establishing, measuring, and assessing short- and long-term strategic objectives, including conducting program analyses or performance reviews that inform leadership decisions.

4. Developing, presenting, and executing annual or multi-year budget plans; advising leadership on funding priorities, human capital needs, and resource allocation to support major program objectives. 5. Representing an organization in high-level meetings or collaborative forums with federal agencies, external partners, or stakeholder groups to advance program goals, resolve issues, or build strategic partnerships. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social).

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled.
