SPECIALIZED EXPERIENCE STATEMENT: GS-14: One year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the federal service (or comparable experience outside the Federal government) performing duties such as: leading the development and implementation of strategic communications plans and initiatives that support organizational priorities and executive leadership objectives; serving as a senior communications advisor by preparing executive-level speeches, briefings, testimony, talking points, strategic correspondence, and other high-visibility communications; directing digital communications programs, including websites, social media, multimedia, publications, and other digital platforms to improve stakeholder engagement and organizational effectiveness; conducting complex research, analysis, and evaluation of communication strategies, stakeholder needs, public perception, and emerging issues to provide recommendations that influence executive decision-making; leading cross-functional projects involving communications, public affairs, organizational initiatives, or special projects while coordinating with senior leaders and internal and external stakeholders; and developing and implementing communication policies, standards, governance, performance measures, or program improvements to enhance organizational effectiveness.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g. Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
TIME-IN-GRADE: If you are a current career or career-conditional federal employee applying for promotion under Merit Promotion you must have completed a minimum of 52 weeks in positions at the next level lower than the position being filled.
